In some forum meetings attended by journalists, the problem of insufficient use of computing power resources in data centers, especially in western regions, has often been mentioned by industry experts.It is true that the shortage of computing power resources in the east and the shortage of computing power demand in the west coexist, and the regional digital infrastructure and spatial distribution of applications urgently need to be optimized.On December 8, 2021, the National Development and Reform Commission and other four departments issued by the implementation of carbon carbon neutral target of peak demand to promote green data center and 5 g new infrastructure high quality development plan “clearly put forward, by 2025, the national data center overall efficiency improved significantly, the western data center utilization rate by 30% to 50% or more,The supply and demand of eastern and western computing power are more balanced.It is under this background that the project of “Calculating east and West” arises at the historic moment.Western Computing power resources support Eastern Data computing. Each computing power hub is planned to set up 1 to 2 clusters, including: Beijing-Tianjin-Hebei Hub, Zhangjiakou cluster;Yangtze River Delta Hub, Yangtze River Delta ecological and green integrated development demonstration zone cluster, Wuhu cluster;Guangdong-hong Kong-Macao Hub, Shaoguan Cluster;Chengdu-chongqing hub, Tianfu cluster, Chongqing cluster;Guizhou Hub, Guian cluster;Inner Mongolia Hub and Hellinger cluster;Gansu hub, Qingyang cluster;Ningxia hub, Zhongwei cluster.Large data centers are suitable for high-latitude, energy-rich areas.Guiyang, Zhongwei in Ningxia And Hohhot in Inner Mongolia were selected as “the most suitable cities for data center investment” in 2014 China Data Center Industry Development Alliance Conference.Reporters noted that these three cities have some areas into the data center cluster construction, namely Guian cluster, Zhongwei cluster and Helinger cluster.Sun believes that the implementation of the “East and West” project will help promote of green energy used in data centers, help to absorb green energy nearby in the west, and continuously optimize the energy efficiency of data centers through technological progress and large-scale green development.Third, it will help expand effective investment.Data center industry chain is long, investment scale is large, driving effect is strong.Through the construction of computing power hub and data center cluster, it will effectively drive the investment in upstream and downstream of the industry.Fourth, it will help promote coordinated regional development.The distribution of computing power facilities from east to west will drive the effective transfer of relevant industries, promote data circulation and value transfer between the east and the west, expand the development space of the east, and help form a new pattern of the development of the west.As an important part of the project of “East and West computing”, what is the relationship between computing power hub and cluster?It is understood that the relationship between the two, similar to the transport hub and passenger station.Within a regional traffic hub, there are often 1 or more bus stations to undertake specific passenger traffic flow.Data center clusters gather large and ultra-large data centers to undertake data traffic.On the one hand, the cluster will provide better policy support for the data centers stationed in it, as well as support for the network, electricity, water and other related facilities.On the other hand, the cluster should also put forward stricter requirements in green energy saving, resource utilization, security level and other aspects to promote the green and high-quality development of China’s data center.So what data from the East will be sent west for calculation?It is understood that for background processing, offline analysis, storage backup and other businesses that do not require high network requirements, they can take the lead in moving to the west and be undertaken by the western data center.However, due to the delay caused by long-distance network transmission and the influence of related supporting facilities, the Western data center cannot meet all data computing requirements.Some businesses with high network requirements, such as industrial Internet, financial securities, disaster warning, telemedicine, video calling, and artificial intelligence reasoning, can be deployed in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area and other eastern hubs.It is worth mentioning that the development of computing power hubs and the construction of data center clusters should focus on giving play to the main role of enterprises.The government focused on strengthening planning and distribution and improving supporting facilities.In the future, the cluster will also consider the layout of some public computing services, to provide low-cost, wide coverage, reliable and safe computing services for the government, enterprises and the public, and realize complementary and coordinated development with market-oriented services.In the future, the National Development and Reform Commission will work with relevant departments to dynamically monitor the development of computing power hubs and data center clusters, and scientifically assess the development level and
